Google Webmaster Tools does not have an API to automatically submit your sitemap. So instead we've developed a way that your credentials can be used to automatically login to your Google account and submit it for you.
Sometimes Google will block the access and will send you an email that someone from NY / NJ is trying to access your GMAIL account. See example here
